Russia will start issuing ID cards that ease the entry to Russia for 2018 FIFA World Cup fans in November, the communications minister said.

The card allows fans to enter the country without a visa and to receive privileges in public transport in 2018 FIFA host cities. The Russian Postal Service will send about 3 million cards all around the world.

“We discuss this issue with each region. Right now, Moscow authorities are looking into this matter seriously. They are doing the real job, and we see the results,” Nikolay Nikiforov said.

Eleven Russian cities will host the 2018 FIFA World Cup. Russian authorities are expecting about 1 million fans to come.
